Many children like this one are examined by the school doctor and placed in one of three categories: healthy, not so healthy, or six kilos underweight. Over 25% of the kids placed in the third category and 40% in the second. UNICEF feeds all the children in the third category but dose not have enough money to feed the entire middle category. A full meal is guaranteed with half the organization and half form the government. This photograph conveys heartbreak for a small child that has no food.
